The collaboration　measures of the City of Kure was the start to make the time almost the same as “Merger of　Heisei”. It can be said that it is a review of the relationship between residents, enterprises and　administration in town planning, responding to trends such as decentralization, regional　decentralization, new problems and financial tightening. Collaboration measures of the City of Kure were initially planned for citizens and businesses　as civic collaboration. But it had developed with the addition of regional collaboration for local　residents organization. Regional collaboration in the City of Kure sets forth the future of　community independence　management （improvement of regional power） and realization of　small city hall　（transition to　collaborative municipality）. Almost 15 years have elapsed, it can be said that a certain evaluation is required for the collaboration measures of the City of Kure.
