Local museums also confront cuts in subsides. We introduce the concept of cultural capital theory to appreciate museum action. Museum's real value depends not only on its potential productivity from tangible asset，but also on intangible cultural capital that will produce both economic value and cultural value. Then，we have to count adjustment cost when its real cultural stock is required to change its level.
