The industrial estates have been planned as the useful and soluble methods of that problems by municipalities. But we can find out many examples of a failure. Therefore，this study investigated the history of industrial estate policy and its post evaluation. Firstly the depth interview survey was held with four municipalities in mountains area and urban area.
