ロシア連邦教育法の新旧比較 A Comparative Review of the Old and the New Federal Law of Education in Russia 黒木, 貴人 Kuroki, Takahito ロシア連邦教育法　Federal Law of Education in Russia 教育への権利　right to education 中央集権化　centralization application/pdf Summary This paper aims considering characteristics of the new Federal Law of Education in Russia and recent education policy in Russia, compared with the old Federal Law of Education in Russia. It becomes obvious three points as the result of this study. Firstly, ＂right to education＂ for multiethnic is continuously guaranteed. Secondly, on the other hand, it is emphasizing ＂public benefit＂ as the Federation in the new Federal Law. Thirdly, it is regulated ＂duty＂ and ＂responsibility＂ to learner and teacher by the new Federal Law. As a whole, education policy is centralized in Russia.
