Firstly，we conduct an interview survey with the administrative person in charge of welfare policy through telecommunication network. Secondly，we ask residents a monetary evaluation of introduction of that policy. Finally，the results of the questionnaire are analyzed by contingent valuation method. Obtained major learning are as follows.
