It becomes obvious three points as the result of this study. Firstly, ＂right to education＂ for multiethnic is continuously guaranteed. Secondly, on the other hand, it is emphasizing ＂public benefit＂ as the Federation in the new Federal Law. Thirdly, it is regulated ＂duty＂ and ＂responsibility＂ to learner and teacher by the new Federal Law. As a whole, education policy is centralized in Russia.
