The DEMATEL method gives rich information about whether it is that the zoning and the traffic lines are appropriately done, and was proved that it was possible to become the influential support, too, if applying the DEMATEL method to the early stage consideration in addition to verifying appropriateness. But, analyzing the early stage consideration by the DEMATEL method, it recommends to analyze by the distance matrix than analyzing by the reachability matrix. At the case in this paper, the analysis of the early stage consideration by the ISM method didn't seem to have given specifically excellent information.
