Primarily, system in cooperation with the government has been built in the City of Kure. But that system greets a turning point. Second, in such situation, activity of N district inhabitants has begun. Those activities are the friendship and solutions to the problem. Third, in the organization, cooperation of established organizations has been accomplished, and new activists have entered there.
