| 内容記述 | Letter to Sir Hercules Langrishe (1792) stood out as an important piece of political writing in which Edmund Burke (1729-97) advocated the relief of the Irish Catholics. In this paper I examine the Letter, analyze his assertions in line with the context, and then discuss its significance. Over the course of 1791 further concessions to the Irish Catholics emerged as the political points at issue, both in Ireland and in Britain. The central issue was whether to grant enfranchisement to Catholics. In the Letter Burke emphasized the justification and urgency of admitting Catholics to the elective franchise, as based on the constitution. He realized that total disfranchisement on religious grounds was contradictory to the constitution, and moreover, would endanger the constitution itself. In addition, he pleaded for understanding of Catholic enfranchisement as a matter of prudence. Taking a careful look at his argument, we notice that Burke had intended to champion the British constitution rather than the empire, and to champion civil society by means of incorporating Catholics into the constitution. |
