| 内容記述 | In the industrial field advantageous to a large capital called skiing industry，Hakuba Village proved that the skiing area management whose local colony has the leadership with the form of community land ownership was possible. It had become a skiing village when having noticed. However，now，skiing visitors decrease in number to the half of a peak hour，and the structure of the village has changed. The Nagano Olympic Games in 1998 was also transient. Economically，the debt remained both in the individual and in the village. However，environmental preservation experience of all the village people from the child even to the old person remained as big property which should be succeeded. Through this experience，village people have noticed that ''There is nature in Hakuba"，''There is no way besides keeping natural environmental health thoroughly"，and ''Tourism will also decline, if nature of Hakuba is not kept.'' Out of this consideration for nature environmental health，snow-covered mountain walk tourism on the skiing，different from the conventional slope skiing，also came out. The Hokkaido NISEKO Town (''Experience Kingdom NISEKO") is also tackling the same experienced type tourism. Since structure has changed，people must be ready for the failure of the old function. Nothing will start，unless all the village people including those who have come back from SOTO (outer world)，and new residents (contained foreigners) are united and will overcome this crisis as in Yufuin. From above ① Breakout from the former exclusivity is needed，② The wall between the new and the old residents and the wall between UCHI (inter world) and SOTO (outer world) are removed. ③ The power of SOTO (outer world) is used positively. ④ The nature which is the only goods of Hakuba Village is respected and protected. ⑤ As a technique，a social experiment-proposal by residents → discussion → agreement → experiment → verification → proposal → discussion → ―is adopted. By social experiments，breakout from skiing，nature environmental health，four season green tourism and green sport are challenged. What strategy will an once skiing village have from now on to survive in a mountain? While surveying the actual. condition of Hakuba Village and introducing the technique of a social experiment，I offered the material which works on the policy for skiing promotion，breakout from skiing，and tourism promotion. | |||||||||
